points, are they totally dependent on jump gates to get around when not 
aboard their home ship?  Or can they jump if a larger ship with a jump 
engine creates a jump point ahead of them?  If the latter is true (which 
would be better if one were trying to invade or take control of a sector), 
then there was a glitch in "Severed Dreams".

Or am I being too picky?  I am still trying to recuperate from watching 
the episode!

If you're opening a jump point, usually you make it a habit to have all
your fighters on board or else risk leaving them behind.  A jump gate can
be more easily used and held open for fighters.  When you arrive at your
destination, you can launch your fighters as you emerge.
