I'm not sure this is the right group to ask, but I might as well give it a
shot.

Is there any means of *legally* obtaining a small quantity of Psi-Corps
pins at present?

I am a member of a certain organization which shall remain nameless, and
am part of a small cadre feeling disaffection towards this organization's
leadership, and we agreed that the addition of Psi pins to our normal work
clothes might make a nice, humorous, subtle protest.

However, I have too much respect for JMS and company to buy bootleg Psi
pins.

Are they legally available?  If so, how may they be procured?  If not, is
there any idea of when they will be available?

Barring jms giving some to you, no.  The illegal ones look like crap
anyway.

No, though some people have made them up just for their own personal use,
not for sale.
