It seems to me as if Garibaldi is totally lost now.
His drinking has caused the deaths of who knows how many people, not
to mention starting an all-out war.

I only see two possible outcomes when they go looking for answers
as to what happened:
1. Garibaldi admits the truth, he's permanently relieved from all
responsibility and either enters rehab and after many years
eventually
somebody somewhere trusts him to run security for a minor freighter
or he doesn't stop drinking and we see his bleached bones in some d
itch on an obscure planet a few years down the road.

Or:

2. He doesn't admit his fault, he covers it up, and that's just one
step
too far down the dark path for him to still be Michael Garibaldi
anymore.  He will have lost all self-esteem, knowing this secret
(which is shared by Zack) and having to keep it for the rest of his
life racked, with guilt and remorse.  He will never be able to be
completely open with anyone ever again, will form NO close
relations,
will probably resign his post eventually, unable to face all his
friends,
and will probably never be able to kick his drinking habit.

Anyone see a 3? Somebody please tell me you see a 3......

As you'll see in about 24 hours, really nothing could have been done to prevent
this conflict; certain forces wanted it, and were going to have it, no matter
what.  Awake or asleep, it would've been provoked somewhere, somehow.
