They must have been trying to derive the name from Russian "strah" = terror,
or from "strast" = passion. Neither is likely, since you have to
explain how to get from them to "stracz" in Straczynski.
Straczynski is a Polish spelling which would make sense if it came from
modern Belarus or western Ukraine, which Poland used to rule. The name
most likely derived from a town or village named Stratin/Stracin/Straczyn
that some near or remote ancestor came from (originally the -ski ending
was used by nobles to indicate ownership of a placename, but when it
spread to lower classes -ski just indicated someone from there). There's
a Stratin in Ukraine, probably some others elsewhere too. The name could
also come from the root "strat", meaning loss (the t/cz alternation works
out linguistically).

That's my understanding, that its roots are in Belorussia (Belarus).
