You mean why not tell them this year, right?  They obviously didn't know it
until after the 1996 results were in.  They *would* have known for this
year.

Election officials' stupidity?  Laziness?  Not doing the job, but rather
coasting?

Yes, **I** would if I was an election worker.  When I see a problem, I try
to fix it, and so I spend a lot of time fixing problems for others.  Gets
pretty tiring after a while.   :-|

No, I meant why not tell people after the 1996 election.  Apparently this was
known but nobody ever bothered to mention it until now.
