OptOnline doesn't filter 22, and setting apache to run on 8888 allows me to run a webserver. I get download speeds of ~700KBytes/sec regularly from campus, and upload speeds of ~115KBytes/sec uploading to campus. 
If you are going to setup a router, you'll need to have it masquerade with the MAC address from the NIC on one of your computers, as they link the service to a MAC addy, and you have to call them to have it reset. Most routers have this ability.
