[LUGSB] Important: Summer Budget

Where will this giant concrete tux be?  Or is this to be discussed thursday?

Because that's just awesome.  A great final touch to the new Javits area?

How much does concrete cost?  Was the plan to buy bags and mix in
wheelbarrows?  Or is this a cement truck sort of deal.  (Sorry, my
experience with making 6-foot concrete penguins is limited.)
