This is a strange question for this list.  Either way, the former
would be up to Google, and I suspect their answer will be "no."  But
the latter is possible.

First, you would need to sign up for and activate your secondary gmail
account.   Second, set up -both- accounts as separate IMAP accounts
(see gmail's help pages) in a mail reader such as Mozilla Thunderbird.
  Third, drag all your mail from one account to the other.   This will
copy everything over to your old accounts.  You won't be able to move
tags in the same way, however.   Depending on how much mail you have,
this might take many many hours to do, and might get interrupted
several times due to server timeouts, but I do know someone who has
successfully done it.

You might want to try moving only a few mails at first, and then
moving the whole thing once you're satisfied with the process.
