[LUGSB] GPL and other Software License

I have been trying to understand exactly what happens when I write programs that use libraries/frameworks released under the GNU GPL.

Particularly I was wondering about the joomla. If I decided to write a web application that uses their framework or extends Joomla. Does it mean that I have to release my source code. If not, under what conditions does the GPL require release of source code, and under which conditions would that not be ok.

Also an explanation of how one can create proprietary software under the BSD license would be nice.
