Perhaps you should look into this issues - it sounds like, otherwise,
Puppy meets your needs. Or, try search for kiosk Linux distros -
these are designed to boot quickly, and ensure some app is always
running, restarting it if it crashes, etc. I don't know of any, but I
imagine you'd find plenty if you ysed the search keyword 'kiosk'.

Yes, you don't need a WM here - after you start X, you should be able
start Firefox (or whatever), and it should take up the entire screen.
Again, a kiosk-like distro would probably have utilities and default
configurations for this sort of thing.
