For C and C++, the only reasonable thing I see is from Microsoft.

Certifications are only of interest to large corporations, and
therefore only large corporations offer them. This probably isn't
enough demand for PHP/Perl/Python certifications. Even Microsoft
certified engineers, I would suspect, aren't in sufficient demand to
warrant a certification program.

It doesn't help that a lot of programmers think that (certification
courses are a waste of time, and that a lot of idiots pass them when
they shouldn't).
