There are some strategies in TCBOS with which you include the caveat:
USE THIS METHOD ONLY AS A LAST RESORT.  If too many people try this, the
studios will shut down this avenue (I'm paraphrasing).

If I understand your recent post correctly, the strategy:
sale of radio drama script ==> WGA membership ==> Hollywood
is less promising today than it was in 1981.

_The Writer's Handbook, 1996 edition_ offers advice that more or less
conflicts with that in TCBOS (admittedly, there are similarities; the
differences are more a matter of emphasis).
In addition, as you have pointed out, the strategies in TCBOS would
not work for Babylon 5.

In general, has TCBOS withstood the test of time, or should it
be set aside now in anticipation of the new edition?

I'd say that the first edition, written and published in 1981, should now
be set aside now that the new version is coming out, which is a lot more
up to date with the changing marketplace and other trends in the media.

It's also a much better book in general.
