I think that JMS means that within his own fictional universe of 2260,
Minbari historians are not all in agreement as to what finally
happened to Valen.

Hint or clue?  You decide.  The Rangers wear capes.  Sinclair was
Ranger One.  Also The One.  Vorlons wear a kind of cape-cloak thingie
(the encounter suit).  And Kosh "Is".  (Has always been here.)
