Something I've noticed about the credits for Babylon 5 that seems
different from almost any other television show is that each guest
star is credited by character, e.g. (from Ceremonies)

Practically all other television programs I watch just show the
actors' and actresses' names, but not the character's names. Whose
decision was it to use this format? PTEN? Warner Bros.? Someone
else?

Unless the actor negotiates something specific, that kind of credit is
pretty much left to the discretion of the production company. On the
theory that it helps the audience to identify characters, we generally try
to use the names right from the script and identify them clearly.
