The scenes using the slo-mo I mentioned began showing up in "Epiphanies". I'll
list a few from memory: the scenes in Lyta's quarters, with Zack, and with
Sheridan. "Illusion of Truth" seemed okay. In "Atonement", several times
during Zack's uniform fitting sequence. Note especially when the Minbari
tailor jabs him with the needle.
If you like, I can certainly check out all the instances and let you know.
Perhaps there's something strange going on after the satellite link...
BTW, the audio is nearly out of sync during the affected scenes.

All I can figure out is that they must be artifacts of the analog
commercial drop-ins they've been doing, which affect the uplink process.

Wait a minute. Didn't Londo have a prophecy about not killing the one who is
already dead? So, with the flash forward in WWEII we see him sparing Sheridan,
thereby avoiding his fate, right?

The goal was to *redeem* himself. Sparing Sheridan was part of that.
Then he had to surrender himself to his greatest fear: his death at G'Kar's
hands.
