Howdy, Joe;

    A bunch of us are wondering about something revealed in 421, and we were 
hoping you could shed some light on it.

    Delenn states that the new Alliance recognizes the independent authority 
of the Rangers.  This is where the confusion begins.  Some of us believe that 
Delenn means that the Rangers are not under anyone's control but her own, and 
Sheridan (or any IA President) has no direct control over them, except 
through her.   However, some of us believe that this means that the Rangers 
are exempt from control by any member states in the Alliance, but that the 
President is still their Commander-in-chief, much as the President of the 
U.S. is the Commander-in-chief of the U.S. military, but the member states of 
the U.S. have no direct control over it.  

    In this second notion, we see Delenn as a sort of Chairman of the Joint 
Chiefs or a Secretary of Defense to Sheridan's President.  In other 
words, she's the Ranger boss, but he's her boss. 

    Would it be at all possible for you to help clarify the structure of the 
new Alliance for us?  Or is this something that will be made clear in the 
series?

      The Rangers are independent in authority, answering only to Delenn and 
Sheridan and the members of the Alliance council and advisory board.  (In 
roughly descending order.)  But their jurisdiction is exclusively in 
interplanetary situations between various member races.  Each member race has 
the sovereign authority to govern its people in its own way.

      The closest comparison is that overall, the states are free to enact 
their own laws, but the US Government has sole claim over international 
matters.  Except here the states would have far more autonomy than is 
currently the rule; more like pre-Civil War America.

Joe,
    just finished watching Rising Star;  my congrats on another great ep.  I 
do have a couple of questions in light of how management things turned out.  
If you had known that a fifth season was coming would you have done Delenn's 
speech differently, and if so how?  I realize you have a policy against 
detailing ships that have already sailed and so I'm not looking for specifics 
for question 2 just broad strokes about what direction you might have taken.

Joe,
    I've been married for about seven years now, and I've about decided that 
the best thing about women is that their minds work in such a completely 
different fashion than ours.  As you may know, you can now buy beds with 
variable firmness so the husband can have a different firmness than his wife.  
This is a big deal for my wife and I.  Anyway after watching, John and Delenn 
in bed my wife looks over at me and asks "Do you suppose that her side of the 
bed raises up since she doesn't like to sleep lying down?"  Well after I 
picked myself up off the floor and realize that she was serious, I thought 
that's such a good question it deserves submission to the Great Maker himself.  
So tell us Master, what is canon regarding John and Delenn's sleep system.
