You'd think that a light bulb would have gone on in the election officials'
heads in 1996.  "Hey, we got 15000 throwouts.  Maybe there's a problem."
That's who should have taken the initiative and redesigned the ballots.

republican governor in charge, and it's a liberal county in question.
