It just occured after the commercial for B5:LOTR:TLADISL (christ, what a
long abbreviation), was the captain being tried by the Grey Council?  

If that is the case, does that mean the Grey Council holds overriding
control of the Rangers?  If that is the case, how can the Rangers be the
peace providers for the ISA if one species gets overseer power on that
group?

Of course, this was only from the commercial and various descriptions
floating about so I could have seen it wrong.  Since G'Kar was there it
did seem unlikely this was a Grey Council meeting.

Though the question remains: Who controls the Rangers?  

Nuke-who pretends to be a ranger with a broom handle.

No, that's not the Grey Council; it was the High Council attached to the
training facility in Tuzenor on Minbar.  The Rangers had been under Minbari
guidance for a thousand years, that ain't gonna change in just a couple of
years.  The ISA controls the use of the Rangers, but their training and
discipline and organization is Minbari.
