[Hotstorage-sc] Hotstorage updates (and request for input)

My suggestions for the HS 27 chairs would be the following three who have
recently published as well as actively participated in HS.
As SOSP will be in Vancouver (correct me if I am wrong) next year, Zhichao
may have some travel restrictions as, AFIK, he is still waiting for his
green card.
Barring this, I think Zhichao and Janki would be my first choice.
