Way back in Season 2 we see G'Kar dictating to a computer and
the writing is left to right. In Season 3 we see G'Kar writing
with pen and it is right to left.

Was that a goof?

   Perhaps it is bostrophedonic (sp?) like ancient Greek.  That is each 
line is written in the opposite direction from the line before.  Many
fast dot-matrix printers work this way as well.  Bostriphedonic means
"as the oxen plows" and refers to going back and forth across a field
(or page).
