ATTN JMS: credits on opening

Ok, so I keep wondering... and not just with B5

"...with Andreas Katsulas, And...Jerry Mather as the Vorlon"

All these shows have a few at the end with "special" credit, why is
this... they are always listed last. Is it because they are listed last
that they get the special treatment so they are not concieved as being a
lesser character or what? And how do you decide who gets last billing?
